Description “Shift in Black Levels” is a change in minimum luminance value mid-shot or between similar shots or scenes.
Impact Shift in Black Levels can lead to the look of a shot or scene being inconsistent with similar shots/scenes or the rest of program. If the shift happens in the middle of a shot, it can disrupt the member experience. 
Severity Assessment Guidance
FYI Shift in black level is minor or occurs during a fade/dissolve or other transition. It is not overly distracting during normal playback, but may be more noticeable on a waveform or histogram scope.
Issue Shift occurs abruptly mid-shot, or black levels are visibly inconsistent within a series of similar shots or scenes.

Solutions
How to Prevent Verify that the color grade is consistent across multiple shots. Ensure any LUTs are applied uniformly across the program. Check to make sure individual segments were correctly rendered in the final online conform.
How to Fix Black levels must be adjusted to remove any noticeable shifts and to ensure they are consistent across similar shots or scenes.
