Definition:
The MPEG2 file is not I-Frame only, but is instead composed of open Groups of Pictures (GOP). The error message provides the frame number of an I-Frame along with the size of the GOP that follows.

Solution:
Regenerate a new MPEG2 file ensuring your encoder is set to I-frame only and every key-frame contains a sequence header. Run the new file through an Assisted QC Tool using one of the pre-defined Netflix MPEG2 profiles.
