The MPEG2 files encoded GOP structure is not acceptable as it does not begin with an I-Frame.
This error usually accompanies the following errors:
Solution:
Regenerate a new MPEG2 file ensuring your encoder is set to I-frame only and every key-frame contains a sequence header. Run the new file through an Assisted QC Tool using one of the pre-defined Netflix MPEG2 profiles.
